SUBJECT: Interlocal Agreement between City of Houston and Harris County Flood Control District for a Drainage and Flood Reduction Study of Turkey Gully, Harris County Flood Control Unit No. E106-00-00. WBS No. M-000296-0001-3.
RECOMMENDATION: It is recommended that City Council pass an Ordinance approving and authorizing an Interlocal Agreement between the City of Houston and the Harris County Flood Control District.
PROJECT NOTICE/JUSTIFICATION:
Turkey Gully, Harris County Flood Control District Unit E106-00-00, is a tributary of White Oak Bayou. It drains an area of two square miles in the City of Houston north of 11th Street and south of IH 610 North. The segment of Turkey Gully between W. 20th Street and W. 23rd Street does not have capacity for the design rain event (2-year). The segment between W. 23rd Street and W. 26th does not have capacity for the extreme rain event (100-year). Flooding has been occurring in these areas causing significant damages to the residents.
The City of Houston has identified needs for paving and drainage improvements in the areas draining to Turkey Gully. The Harris County Flood Control District has programmed the flood reduction study of Turkey Gully in FY15-16 CIP. Therefore, it is very beneficial to both governmental entities to enter into this Interlocal Agreement to develop an integrated drainage and flood reduction plan for Turkey Gully and its local drainage areas.
LOCATION: Turkey Gully upstream of W. 20th Street. Key Maps: 452U and 452Y.
DESCRIPTION/SCOPE: The study is intended to collect and review data, identify drainage improvement scenarios upstream of W. 20th Street, provide an estimate regarding the new level of service as a result of the improvements, and estimate any required mitigation volume for the proposed drainage scenarios.
SCOPE OF THIS AGREEMENT: The work order based single phase professional engineering services contract with Walter P. Moore and Associates, Inc. was approved by Council on July 3, 2007 under Ordinance No. 2007-0815, an amendment and subsequent appropriation were approved on February 24, 2010 under Ordinance No. 2010-0167. The Second Amendment and an additional appropriation were approved by Council on July 25, 2012 under Ordinance No. 2012-0658. The Third Amendment was approved by Council on February 17, 2016 under Ordinance No. 2016-0128. Under the terms of this Agreement, the City of Houston will lead the study and use Walter P. Moore and Associates, Inc. to conduct the study. The City of Houston will pay for the study using previous appropriated funds in the contract with Walter P. Moore and Associates, Inc.. The total study cost is estimated to be $156,100.00. The City of Houston’s obligation to this Agreement is 50% of the actual cost of the study and shall not exceed $78,050.00. The Harris County Flood Control District will reimburse the City of Houston for 50% of the actual costs of the study up to but not to exceed $78,050.00.
ACTION RECOMMENDED: It is recommended that City Council pass an Ordinance approving and authorizing an Interlocal Agreement between the City of Houston and the Harris County Flood Control District.
