The Director of the Houston Health Department and the Chief Procurement Officer recommend that City Council approve an award to Alere North America, LLC on its low bid in an amount not to exceed $100,000.00 for Determine HIV combo test kits for the Houston Health Department and that authorization be given to issue a purchase order. This purchase consists of 125 HIV-1/2 Ag/Ab test kits (100 tests per kit) to be used in the clinics and at public awareness events citywide.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Four prospective bidders downloaded the solicitation document from SPD's e-bidding website and two bids were received as outlined below.

- Due to the disparity between the bids, the Strategic Procurement Division (SPD) buyer contacted the potential supplier to discuss the scope of work for this procurement. During the discussion Alere North America, LLC 's representative stated that its bid includes all cost associated with supplying the item requested in the bid specifications. Based on the aforementioned, the Strategic Procurement Division and the department are confident that the recommended company can provide the specified item for the price bid.

Hire Houston First:
The proposed award requires compliance with the City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation.
