Summary:

RECOMMENDATION from Director Department of Public Works & Engineering, for approval of final contract amount of $5,469,923.52 and acceptance of work on contract with PM CONSTRUCTION & REHAB, LLC for Sanitary Sewer Rehabilitation by Sliplining and Pipe Bursting Methods, (WW4257-129) - 2.60% over the original contract amount - DISTRICTS A - STARDIG; C - COHEN; F - LE; H - CISNEROS; J - LASTER and K - GREEN

Background:
SUBJECT: Accept Work for Sanitary Sewer Rehabilitation by Sliplining and Pipe Bursting Methods, WBS# R-000266-0192-4.

RECOMMENDATION: (Summary) Pass a motion to approve the final contract amount of $5,469,923.52, which is 2.60% over the original contract amount and under 5% contingency amount, accept the work, and authorize final payment.

PROJECT NOTICE/JUSTIFICATION: Under this project, the contractor provided sanitary sewer rehabilitation by sliplining and pipe bursting methods to deteriorated sewer collection systems throughout the City.

DESCRIPTION/SCOPE: This project consisted of sanitary sewer rehabilitation by sliplining and pipe bursting methods. The project was awarded to PM Construction & Rehab, LLC with an original contract amount of $5,331,073.78. The Notice to Proceed date was 1/28/2013 and the project had 730 calendar days for completion.

LOCATION: This work order project was located at various locations within Council Districts A, C, F, H, J and K.

CONTRACT COMPLETION AND COST: The contractor, PM Construction & Rehab, LLC, has completed the work under the contract. The contract was completed within the contract time with an additional 240 days approved by Change Orders No. 3, No. 4 and No. 6. The final cost of the project is $5,469,923.52, an increase of $138,849.74 or 2.60% over the original contract amount. More pipe replacement and concrete pavement replacement were needed than anticipated.

The final amount of this work order contract was not affected by Change Orders No. 1, No. 2, No. 3, No. 4, No. 5, No. 6, No. 7 and No. 8.

MWDBE PARTICIPATION: The MWDBE goal for this project was 24%. According to the Office of Business Opportunity, the actual participation was 23.03%. The contractor was awarded a “Satisfactory” rating from the Office of Business Opportunity.
