Summary:

RECOMMENDATION from Director Department of Public Works & Engineering, for approval of final contract amount of $1,497,828.80 and acceptance of work on contract with PM CONSTRUCTION & REHAB, LLC, for Wastewater Collection System Rehabilitation and Renewal, (WW4235-71) - 1.77% under the original contract amount - Enterprise Fund - DISTRICTS B - DAVIS; C - COHEN; D - BOYKINS; G - TRAVIS; H - CISNEROS

Background:

SUBJECT: Accept Work for Wastewater Collection System Rehabilitation and Renewal, WBS# R-000266-0205-4.

 

RECOMMENDATION: (Summary) Pass a motion to approve the final contract amount of $1,497,828.80, which is 1.77% under the original contract amount, accept the work, and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION: This project was part of the Neighborhood Sewer Rehabilitation Program and was required to renew/replace various deteriorated neighborhood collection systems throughout the City.

 

DESCRIPTION/SCOPE: This project consisted of sanitary sewer rehabilitation by point repair method. The project was awarded to PM Construction & Rehab, LLC with an original contract amount of $1,524,846.80. The Notice to Proceed date was 4/24/2014 and the project had 730 calendar days for completion.

 

LOCATION: This work order project was located at various locations within Council Districts B, C, D, G and H.

 

CONTRACT COMPLETION AND COST: The contractor, PM Construction & Rehab, LLC, has completed the work under the contract. The contract was completed within the contract time. The final cost of the project is $1,497,828.80, a decrease of $27,018.00 or 1.77% under the original contract amount. Fewer point repairs and pipe replacements were needed than anticipated.

 

The final amount of this work order contract was not affected by Change Orders No. 1, No. 2 and No. 3.           

 

MWDBE PARTICIPATION:  The MWDBE goal for this project was 21.66%.  According to the Office of Business Opportunity, the actual participation was 47.25%. The contractor was awarded a “Satisfactory” rating from the Office of Business Opportunity. According to OBO’s summary, the Contractor failed to request deviation to remove subs as required by the contract.
