Summary:

ORDINANCE approving and authorizing an agreement between the City of Houston and REVRTC, INC for E-One fire truck OEM replacement parts and repair services for the Fleet Management Department; providing a maximum contract amount - 3 Years with two one-year options - $1,999,000.00 – Fleet Management Fund

Background:

Sole Source for S23-L26236 - Approve an ordinance awarding a sole source contract for E-ONE Fire Truck OEM Replacement Parts and Repair Services in an amount not to exceed $1,999,000.00 for Fleet Management Department.

Specific Explanation:
The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a sole source contract for E-ONE Fire Truck OEM replacement parts and service for three years with two one-year options, to REVRTC, Inc. in the total an amount not to exceed $1,999,000.00. 

The scope of work requires the contractor to provide all labor, supervision, materials, supplies, tools, equipment and transportation necessary to provide turnkey repair services for E-ONE fire trucks for the Fleet Management Department. The contractor will be required to repair E-ONE fire trucks equipment to include mechanical repairs, and any other repair service or alteration that may be deemed necessary, due to vehicle accidents and/or normal wear and tear. The City currently has seventy-one (71) E-One Fire Trucks in its Fleet. 

This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (7) (A) “a procurement of items that are available from only one source because of patents, copyrights, secrete processes, or natural monopolies” of the Texas Local Government Code for exempt procurements.

MWBE Participation:
Zero-percentage goal document approved by the Office of Business Opportunity.

Pay or Play Program:
The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the contractor REVRTC, Inc. will comply with the City's Pay or Play ordinance by providing health benefits to eligible employees in compliance with City Policy.

Hire Houston First:
The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston businesses and support job creation. In this case the proposed contractor is not designated HHF company, but they are being awarded the contract without application of the HHF preference in that they are the sole source provider of the E-ONE fire truck replacement parts and turnkey repair services in Texas.

Fiscal Note:
Funding for this item is included in the FY2018 Adopted Budget. Therefore no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
