SUBJECT: Contract Award for 69th Street WWTP Cleaning and Evaluation WBS# R-000509-0039-4.
RECOMMENDATION: (Summary) Accept low bidder, award construction contract, and appropriate funds.
SPECIFIC EXPLANATION: This project is a part of the Wastewater Process Unit Cleaning and Evaluation Program and is required to remove accumulated Solids/Sand and Grit from several wastewater treatment facilities throughout the City and evaluate conditions of the cleaned process units to identify the required maintenance/rehabilitation. The project involves cleaning and evaluation of several process units at the City’s 69th Street Wastewater Treatment Plant. The purpose is to regain wastewater treatment capacity and improve performance, prevent solids migration from one process unit to another, help extend operating life of various pieces of equipment, reduce sanitary sewer overflows, and maintain regulatory compliance of the wastewater treatment plant.
DESCRIPTION/SCOPE: This project consists of 69th Street WWTP Cleaning and Evaluation. The contract duration for this project is 1,825 calendar days.
LOCATION: The project area is bounded within 69th Street Wastewater Treatment Plant. The project is located in Key Map 494-R.

In this case, the proposed contractor does not meet the requirements for HHF designation, but no HHF firms were within three percent.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s Pay or Play ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 11% MBE goal, and 7% WBE goal for this project.
