Summary:

ORDINANCE appropriating $1,244,388.84 out of Airport System FAA Grants Fund and $311,097.21 out of Airports Improvement Fund and awarding construction contract to B&MS CONSTRUCTION, INC for the Residential Noise Mitigation of twenty-seven homes in the North Hollow Subdivision George Bush Intercontinental Airport/Houston (IAH) (Project No. 676); setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines - DISTRICT B - DAVIS

Background:

Enact an ordinance to approve a contract with B&MS Construction, Inc. in the amount of $1,555,486.05 and appropriate the necessary funds to finance the cost of this project. Project 676 (WBS# A-000587-0006-4-01-01 and WBS#A-000587-0004-4-01-01)

 

 SPECIFIC EXPLANATION:

After conducting an evaluation of the surrounding noise environment, the Houston Airport System (HAS) submitted the proposed George Bush Intercontinental Airport Residential Insulation Program (IAH RSIP) to the Federal Aviation Administration (FAA).  The IAH RSIP identified significant changes in noise levels east of Runway 9/27 (primarily in the North Hollow Subdivision area) and recommended a noise mitigation program for residents within affected area.

 

The FAA reviewed and approved the IAH RSIP, and the primary responsibility for implementation of the IAH RSIP resides with HAS.

 

HAS conducted a Pilot Phase of 11 homes, and the sound insulation treatments consisted of replacement of windows and doors, HVAC treatments, insulation, and upgrades to electrical systems.

 

It is now requested that City Council approve the implementation of the Residential Sound Insulation Program Phase 1, for reduction of aircraft noise in 27 single family homes located in the North Hollow Subdivision east of HWY 59. 

Phase 1 will consist of, but is not limited to, the following sound insulation treatments on the 27 qualifying homes: Replacement of windows and doors, providing HVAC treatments, providing insulation, and completing upgrades to electrical systems.

 

BID DATE:  A bid was received on July 13, 2017 as follows:

 

1.         B&MS Construction, Inc.                $1,555,486.05

 

                                           

ENGINEERING SERVICES TESTING CONTRACT:

 

No appropriation is required for engineering and testing services for this project.

 

 

PROJECT COSTS:

PAY OR PLAY: The proposed contract requires compliance with the City’s “Pay or Play” ordinance regarding health benefits for employees of City contractors.  B&MS Construction, Inc. will comply with City policy by using the “Play” option, providing health benefits to covered employees.

 

  

FAA/AIP GRANT PROGRAM:   This project is eligible for the FAA AID Discretionary Noise Grant whereby HAS will be responsible for 20% of the costs, which are fully recoverable from airline rates and charges, and the FAA will cover the additional 80%.  

 

 

 

 

 

 

 

 

DBE PARTICIPATION:    The Disadvantaged Business Enterprise (DBE) goal for this contract is 30%. B&MS Construction, Inc. is committed to fulfilling a 35.82% DBE participation rate using the following firm:

This participation plan was reviewed and approved by the HAS Office of Business Opportunity.

 

 

FISCAL NOTE:

 

There is no impact to the FY18 Adopted Operating Budget for this item.  Therefore, no fiscal note is required as stated in the Financial Policy Ord. 2014-1078 as an Operating Budget Item.

 

 This item is considered to be a capital project. No impact to the operating expenditure budget is anticipated as this project is to mitigate noise in residences in the North Hollow subdivision.
