SUBJECT: Accept Work for East Water Purification Plant – Chemical Feed Systems Improvements Bid Package 1 – Plant 3 Improvements; WBS No. S-000056-0061-4
RECOMMENDATION: (Summary) Pass a motion to approve the final Contract Amount of $10,241,215.96 or 2.78% over the original Contract Amount and under 5% contingency amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Capital Improvement Program to increase the safety, reliability and the efficiency of operations at the East Water Purification Plant.
DESCRIPTION/SCOPE: The project consisted of construction improvements to storage and feed systems for: ammonia, caustic, lime, powdered activated carbon, hydrofluosilicic acid, coagulant polymer, ferric and aluminum sulfate, ammonia and caustic transfer pump station; construction of HVAC system improvements for various chemical systems, replacement of sump pumps for several chemicals, and construction of all necessary electrical and instrumentation improvements for the control and application of the improved chemical systems. HDR Engineering, Inc. designed the project with 540 calendar days allowed for construction. The project was awarded to Industrial TX Corporation with an original Contract Amount of $9,964,270.00.
LOCATION: This project is located at 2300 Federal Road in Key Map Grids 496 U and Y.
CONTRACT COMPLETION AND COST: The Contractor, Industrial TX Corporation has completed the work under the subject Contract. The project was completed on time with an additional 251 days approved by Change Order Nos. 1-5. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1-5 is $10,241,215.96, an increase of $276,945.96 or 2.78% over the original Contract Amount and under 5% contingency amount. The increased cost is a result of the difference between planned and measured quantities.
M/WBE PARTICIPATION: The M/WBE goal established for this project was 20.00%. According to the Office of Business Opportunity, the participation was 28.94%. Contractor’s M/WBE performance evaluation was rated Satisfactory. The Prime failed to use one goal credit sub or request deviation to remove the sub, therefore, the rating was reduced from Outstanding to Satisfactory.
