Summary:

RECOMMENDATION from Director Houston Airport System that Houston City Council accept the work and authorize final payment, if any, of the contract with FLATIRON CONSTRUCTORS, INC for Airfield Pavement Repairs at IAH, HOU and EFD - DISTRICTS B - JACKSON; E - FLICKINGER and I - MARTINEZ

Background:

RECOMMENDATION:

Pass a motion to approve the final contract amount of $25,932,973.48, or 4.70% less than the original contract amount of $27,212,872.00, to accept the work, and to authorize the final payment.

 

SPECIFIC EXPLANATION:

The contractor, Flatiron Constructors, Inc., has completed all the work required under the contract in the amount of $25,932,973.48 for the Airfield Pavement Repairs Project at George Bush International Airport/Houston (IAH), William P. Hobby Airport (HOU), and Ellington Airport (EFD) (Project No. 460C). The final contract amount includes 18 change orders with a net value of -$1,279,898.52.

 

During construction, the project was managed and inspected by Houston Airport System (HAS) personnel.

 

It is now requested that City Council pass a motion to approve the final contract amount of $25,932,973.48, or 4.70% less than the original contract amount of $27,212,872.00, to accept the work, and to authorize the final payment.

 

MWBE Participation:

The advertised MWBE contract goal for this project was 34.00%, with Flatiron Constructors, Inc. committing to 36.53% total participation, consisting of 26.01% MBE, 6.01% WBE, and 4.51% SBE. Due to a number of factors beyond the contractor’s control, the actual participation was 19.69% participation (8.05% MBE, 2.06% WBE, and 9.58% SBE). The MWSBE performance on this project was rated Satisfactory due to Good Faith Efforts for the following reasons: The commitment to exceed the overall MWSBE goal with a 36.53% target; proactive communication with HAS to address participation concerns; and continued transparency and willingness to provide further documentation or clarification. While the original participation targets were not fully realized, the MWSBE performance meets the Good Faith Efforts requirements mandated by the City's MWSBE Program.
