APPROVE spending authority in an amount not to exceed $362,642.94 for Purchase of Data Analytical Services and System Access for Houston Public Works, awarded to HOUSEHOLD DRIVERS REPORT, INC - 5 Years - Central Service Revolving Fund
Sole Source – DA-2025-0017 – Approve a motion for spending authority in the amount not to exceed $362,642.94 for the sole source purchase of data analytical services and system access from Household Drivers Report, Inc. for Houston Public Works (HPW) on behalf of the Administration & Regulatory Affairs Department (ARA).
Specific Explanation:
The Director of Houston Public Works (HPW) and the Chief Procurement Officer recommend that City Council approve a motion for spending authority in the amount not to exceed $362,642.94 for the sole source purchase of data analytical services and system access from Household Drivers Report, Inc. (HDR) for HPW on behalf of the Administration & Regulatory Affairs Department (ARA). The requested spending authority is expected to sustain the ARA for five (5) years.
ARA will leverage HDR’s data analytical services to perform real-time verification of driver’s license and identification information against official records from the issuing agency. This capability is critical to ensure that submitted identification documents are valid. In addition, this purchase will allow ARA to obtain the following services for use:
Secure access: ARA will receive secure access to HDR’s database via a web-based interface or authorized API endpoints;
Data analytical tools: Tools will be available for analyzing Texas driver, vehicle, and related datasets to support investigative and operational needs;
Training and Onboarding: HDR will provide user training and onboarding assistance to ensure proper use of the system;
Technical support: Ongoing technical support and issue resolution services will be included; and
Usage Monitoring: The service includes tracking and reporting of data usage for accountability and audit purposes.
This recommendation is made pursuant to subsection 252.022(a)(7) of the Texas Local Government Code, which provides that “a procurement of items that are available from only one source…” is exempt from the competitive requirements for purchases.

M/WBE Zero Percentage Goal document approved by the Office of Business Opportunity.
Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing a sole source contractor for this purchase.
Fiscal Note:
Funding for this item is included in the FY2026 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
