DA-2025-0035 – Approve a purchase in the total amount of $7,622,088.30 for light-duty vehicles from Chastang Enterprises, LLC, dba Chastang Ford, Silsbee Ford, and Silsbee Toyota, through the BuyBoard and The Interlocal Purchasing System (TIPS) cooperative purchasing programs for Houston Public Works.
Specific Explanation:
The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve a purchase in the total amount of $7,622,088.30 for light-duty vehicles from Chastang Enterprises, LLC, dba Chastang Ford, Silsbee Ford, and Silsbee Toyota, through the BuyBoard and The Interlocal Purchasing System (TIPS), cooperative purchasing programs for Houston Public Works (HPW).
These vehicles have been vetted and approved by the Fleet Management Department (FMD). They will be additions to and replacements for older vehicles within HPW. They will be used for travel to and from job sites and for field operations.
BUYBOARD CONTRACTOR:
Chastang Enterprises, LLC/dba Chastang Ford: Approve the purchase of thirty (30) hybrid ½ ton Ford trucks, nine (9) gas ½ ton Ford trucks, and one (1) Transit cargo van in the total amount of $2,372,363.00 for Houston Water, Utility Billing, the Permit Center, Information Technology, and the Director’s Office. Four (4) hybrid ½ ton trucks will be additions to the department’s fleet for Houston Water to replace rented vehicles used daily to transport maintenance staff, parts, and tools across multiple locations.
TIPS CONTRACTOR:
Silsbee Ford: Approve the purchase of twelve (12) hybrid ½ ton Ford trucks and fifteen (15) hybrid ¼ ton Ford trucks in the amount of $1,493,320.50 for Traffic and Drainage. Ten (10) hybrid ¼ ton trucks will be additions to the department’s fleet to replace rented units used by Utility Billing to maintain the current workload for water meter investigations.
Silsbee Toyota: Approve the purchase of forty-three (43) hybrid Highlanders, five (5) hybrid Rav4s, ten (10) hybrid Tacomas, and ten (10) hybrid Tundras in the amount of $3,756,404.80 for Houston Water, Traffic and Drainage Operations, the Permit Center, the Director’s office, and Engineering and Construction. Five (5) of the vehicles for Houston Water will be additions to the fleet to replace rented vehicles and used to support operations in the collection of samples and performing environmental inspections. One (1) vehicle for the Permit Center will be an addition to the fleet to accommodate the increased staff in the Mobility Permits section.
These vehicles will come with a five-year or 60,000-mile full warranty. The expected service life for these vehicles is seven years or 100,000 miles. The vehicles being replaced have reached the end of their service life and will be auctioned for disposal.
This recommendation is made pursuant to subsection 271.102(c) of the Texas Local Government Code, which provides that "a local government that purchases goods or services from a cooperative purchasing program or organization satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services.”

Zero percent goal document approved by the Office of Business Opportunity.
Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal/Cooperative Purchasing Agreement for this purchase.
Fiscal Note:
Funding for this item is included in the FY2026 Adopted Budget. Therefore, no Fiscal Note is required, as stated in the Financial Policies.
