Houston Public Library (HPL) recommends that City Council approve an ordinance appropriating $400,000 from the Library Special Revenue Fund for the administration of adult literacy services through the Mayor’s Office for Adult Literacy (MOAL).
The problem of adult literacy is a critical issue in Houston—one in five adults in Harris County is functionally illiterate. Therefore, MOAL advocates for adult literacy and adult education by developing partnerships to leverage resources, advising on public policies, and supporting service providers across the City of Houston. The MOAL office is located in the Central Library Building and is managed by HPL, with staff reporting to the HPL Director or their designee.

· Office supplies and printing: $11,500
· Miscellaneous supplies and materials: $15,888.28
Fiscal Notes:
No significant Fiscal Operating impact is anticipated as a result of this project.
