Summary:

RECOMMENDATION from Director Houston Public Works that Houston City Council accept the work and authorize final payment, if any, of the contract with GRAVA, LLC for Drainage and Paving Improvements for Cottage Grove East Phase I - DISTRICT C - KAMIN

Background:

SUBJECT: Accept Work for Drainage and Paving Improvements for Cottage Grove East Phase I.

 

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final contract amount of $1,296,908.54 or 1.59% over the original contract amount, accept the Work and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION: This project was part of the Street and Traffic Capital Improvement Plan (CIP) and was required to provide design and construction of storm drainage improvements.

 

DESCRIPTION/SCOPE: This project consisted of the construction of storm drainage improvements, concrete paving, curbs, sidewalks, driveways, and underground utilities to improve the drainage of streets and reduce the risk of structural flooding. Civiltech Engineering, Inc designed the project with 120 calendar days allowed for construction. The project was awarded to Grava, LLC with an original contract amount of $1,276,635.54.

 

LOCATION: The project area is generally bound by White Oak Bayou on the north, Interstate Highway 10 on the south, Shepherd Drive on the east and Durham Drive on the west.

 

CONTRACT COMPLETION AND COST: The contractor, Grava, LLC, has completed the work under the subject contract. The project was completed beyond the established completion date with an additional 511 days approved by Change Order Nos. 1, 2, 3, and 4. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 2 and 3 is $1,296,908.54, a increase of $20,273.00 or 1.59% over the original contract amount and under the 5% contingency amount. The increased cost is a result of the difference between planned and measured quantities.

 

M/WSBE PARTICIPATION: The advertised MWBE contract goal for this project was 13.00% MBE and 7.00% WBE. The MWBE goal approved for this project was 13.00% MBE, 4.00% SBE and 3.00% WBE. According to the Office of Business Opportunity, the actual participation achieved on this project was an overall MWBE goal of 47.19%. The MWBE performance on this project was rated Outstanding due to the following reasons: The goal was exceeded and goal credit subcontractors were utilized to the fullest extent. For the reasons listed, the MWBE performance meets the good faith efforts requirements mandated by the City's MWSBE Program.
