The Housing and Community Development Department (HCD) recommends Council approval of an Ordinance authorizing a Fifth Amendment between the City of Houston (City) and the Texas General Land Office (GLO) to the Community Development Block Grant Disaster Recovery Harvey (CDBG-DR17) Subrecipient Agreement (21-134-000-C788). This amendment will not result in changes to the funding.
The GLO proposes to amend the Subrecipient Agreement with the City in the following ways:
· Revise the following Program Performance Statements to reflect updated program completion dates and benchmarks:
• Multifamily Rental Program is extended through February 28, 2026.
• Small Rental Program is extended through October 31, 2025.
• Buyout Program is extended through February 28, 2026.
• Economic Revitalization Program is extended through October 31, 2025.
· Revise contractual language to reflect updated terms.
The program extensions provide the Programs with the necessary time to complete ongoing projects and/or closeout activities.
