The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve a purchase in the total amount of $183,501.86 for pumps from Xylem Dewatering Solutions, Inc., through the Houston-Galveston Area Council (H-GAC) cooperative purchasing program for Houston Public Works (HPW).
This is for the purchase of eight (8) hydraulic submersible trash pumps for Houston Water. These pumps are essential for maintaining the integrity and reliability of the City's wastewater infrastructure. The pumps are required to perform emergency bypass operations during critical lift station projects. Their high-volume pumping capacity is indispensable when responding to major line breaks or system failures. The pumps enable swift and efficient bypassing, which significantly reduces the risk of prolonged service interruptions, minimizes equipment downtime, and helps prevent violations of Texas Commission on Environmental Quality (TCEQ) regulations.
This recommendation is made pursuant to subsection 271.102(c) of the Texas Local Government Code, which provides that "a local government that purchases goods or services from a cooperative purchasing program or organization satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services”.
