Specific Explanation:
The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve a purchase in the total amount of $154,528.00 for thirteen (13) pumps from Zone Industries, LLC, through the BuyBoard cooperative purchasing agreement for Houston Public Works (HPW).
The Wastewater Treatment Plants (WWTP) rely on these thirteen (13) pumps that are critical to removing solids from the wastewater stream. These pumps are essential for maintaining operational efficiency, minimizing equipment downtime, and ensuring compliance with both Texas Commission on Environmental Quality (TCEQ) regulations and the City's consent decree obligations.
The existing pumps have been in service for approximately ten (10) years and have undergone multiple repairs throughout their lifespan. One of the pumps is currently non-operational and beyond repair. Industry standards place the expected service life of these pumps between 7 to 10 years, meaning all thirteen (13) units have reached or exceeded their expected service life. The pumps will directly replace the existing equipment with no modification to the system or structure.
This recommendation is made pursuant to subsection 271.102(c) of the Texas Local Government Code, which provides that "a local government that purchases goods or services from a cooperative purchasing program or organization satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services.”

Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal/Cooperative purchasing agreement for this purchase.

Funding for this item is included in the FY26 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
