Specific Explanation:
The Director of the Fleet Management Department (FMD) and the Chief Procurement Officer (CPO) recommend that City Council approve the purchase of thirty (30) emergency response vehicles through the Buyboard and GoodBuy Texas Local Purchasing Cooperative Agreements from the supplier, Chastang Enterprises–Houston, LLC dba Chastang Ford in the total amount of $1,294,557.00, by the FMD on behalf of the HPD.
These vehicles have been vetted and approved by the FMD. All units will be used as emergency response units and will be replacement vehicles.
Buyboard Contractor:
Chastang Enterprises–Houston, LLC dba Chastang Ford: Approve the purchase of four (4) Ford F-150s (4x4s), five (5) Ford F-150s (4x2s), and three (3) Ford F-250s in the total amount of $578,047.00.
Goodbuy Contractor:
Chastang Enterprises–Houston, LLC dba Chastang Ford: Approve the purchase of eighteen (18) Ford Explorers in the total amount of $716,510.00.
This recommendation is made pursuant to subsection 271.102 of the Texas Local Government Code, which provides that “a local government that purchases goods or services from a cooperative purchasing program or organization satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services.”
MWBE Participation:
Zero percentage goal-document approved by the Office of Business Opportunity.
Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing a Cooperative Purchasing Agreement for this purchase.
Fiscal Note:
Funding for this item is included in the FY2026 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
