Summary:

ORDINANCE authorizing and approving Interlocal Agreement among CITY OF HOUSTON, TEXAS, HARRIS COUNTY, TEXAS, REINVESTMENT ZONE NUMBER TWENTY-FOUR, CITY OF HOUSTON, TEXAS (GREATER HOUSTON ZONE), and HOUSTON HARRIS COUNTY REDEVELOPMENT AUTHORITY, relating to County Projects within Greater Houston Zone - DISTRICTS D - EVANS-SHABAZZ; H - CASTILLO; I - MARTINEZ and K - CASTEX-TATUM

Background:

On December 12, 2012, by Ordinance No. 2012–1048, City Council approved the designation of Reinvestment Zone Number Twenty-Four, City of Houston, Texas (Greater Houston Zone) (the “TIRZ”).  The TIRZ was created for the purpose of leveraging the expenditure of public funds for eligible projects, including the planning, engineering and construction of water distribution facilities, wastewater collection facilities, storm drainage improvements, roadway and street improvement projects, sidewalks, and facilitating affordable housing and commercial development and redevelopment within the TIRZ boundaries.

 

The TIRZ boundaries were enlarged by City Ordinance No. 2015-800 on August 26, 2015.

 

On July 9, 2014, by Ordinance No. 2014–690, City Council approved the Project Plan and Reinvestment Zone Financing Plan (the “Project Plan”) for the TIRZ (the “Original Plan”).  The First Amended Project Plan for the TIRZ was approved by City Council on August 26, 2015, by Ordinance No. 2015– 801. The Second Amended Project Plan for the TIRZ was approved by City Council on September 30, 2020, by Ordinance No. 2020–846.  The Third Amended Project Plan for the TIRZ was approved by City Council on December 6, 2023, by Ordinance No. 2023–1059 (the Original Plan, together with the First, Second and Third Amended Project Plans,  the “Plan”).

 

Harris County (the “County”), on behalf of itself and the Harris County Flood Control District (“HCFCD”), contributes 80% of the County’s tax increment and HCFCD’s tax increment to the TIRZ.  

 

On July 30, 2025, by Resolution No. 2025-029, City Council approved the creation of the Houston Harris County Redevelopment Authority (the “Authority”) to administer the TIRZ and implement the Plan.

 

The proposed Interlocal Agreement relating to County Projects provides for the Authority to delegate certain administrative and oversight functions to Harris County Redevelopment Authority (“HCRDA”), including expenditure of the County’s tax increment on project costs identified in the Plan, to ensure efficient and effective implementation of the Plan.

 

Accordingly, the Administration recommends that City Council approve the Interlocal relating to County Projects agreement.
