Pursuant to City Ordinance No. 2014-713, passed and adopted by City Council on July 16, 2014, the City, the Greater Houston Zone (the “TIRZ”) and the Harris County Redevelopment Authority (“HCRDA”) previously entered into that certain Agreement made effective on July 25, 2014, relating to the administration of the TIRZ, which was subsequently amended by that certain First Amendment to the Agreement by and among the City, the TIRZ and the HCRDA approved by City Ordinance No. 2022-978, passed and adopted by the City Council on December 14, 2022 (such agreement, as amended, the “Existing Tri-Party Agreement”).
On July 30, 2025, pursuant to Resolution No. 2025-0029, City Council approved the creation of the Houston Harris County Redevelopment Authority (“HHCRDA”) to administer the TIRZ.
In order for the City and the Zone to enter into a new tri-party agreement with the HHCRDA for administration of the TIRZ, it is necessary for the City, HCRDA and the TIRZ to enter into an agreement to terminate the Existing Tri-Party Agreement.
Accordingly, the Administration recommends that City Council approve the termination of the existing Tri-party Agreement.
