RECOMMENDATION:
Adopt an ordinance approving and authorizing Amendment No. 1 to extend the agreement between the City of Houston (City) and the Texas Water Development Board (TWDB) for the Federal Emergency Management Agency's (FEMA) FY2020 Flood Mitigation Assistance (FMA) Program for the elevation of five (5) flood-prone homes.
SPECIFIC EXPLANATION:
The FMA grant program makes funds available nationwide for the mitigation of flood risk to previously flooded properties that hold policies through the National Flood Insurance Program (NFIP). On January 13, 2021, City Council passed Ordinance No. 2021-0039 approving the submittal of a grant application through TWDB for funding the home elevations.
The FY2020 FMA grant for five (5) flood-prone structures was awarded to the City to elevate those structures with eligible activities including design, permitting, construction, and project management. On February 15, 2023, City Council passed Ordinance No. 2023-0115 approving the agreement between the City and TWDB for administering the grant and to receive funds as a sub-recipient from TWDB for reimbursement of eligible costs to complete the elevations.
Under this amendment, TWDB and FEMA are granting the City one (1) additional year to complete the 2020 FMA grants. If approved, this Request for Council Action authorizes a no-cost amendment to continue administration of the FMA grant program through July 19, 2026.
