Summary:

RECOMMENDATION from Director Department of Public Works & Engineering for approval of final contract amount of $2,988,993.98 and acceptance of work on contract with SER CONSTRUCTION PARTNERS, LLC for Holcombe Drainage and Paving Improvements - 14.55% under the original contract amount - DISTRICT D - BOYKINS

Background:

SUBJECT: Accept Work for Holcombe Drainage and Paving Improvements; WBS No. M-420126-0076-4.

 

RECOMMENDATION: (Summary) Pass a motion to approve the final Contract Amount of $2,988,993.98 or 14.55% under the original Contract Amount, accept the Work and authorize final payment.  

 

PROJECT NOTICE/JUSTIFICATION: This project was required to address and reduce the risk of structural flooding in the area by improving street conveyance and sheet flow.  Additionally, the project improved mobility of traffic through the intersection of Holcombe and Grand, including emergency vehicles.

 

DESCRIPTION/SCOPE: The project consisted of the construction of storm drainage improvements, necessary concrete, paving, curbs, and sidewalks.  AECOM designed the project with 250 calendar days allowed for construction.  The project was awarded to SER Construction Partners, LLC. with an original Contract Amount of $3,498,032.94.

 

LOCATION:  The project area is generally bounded by Almeda Road on the west, Highway 288 (South Freeway) on the east, Brays Bayou on the north, Old Spanish Trail on the south.  The project is located in Key Map Grids 533E, F and K.

 

CONTRACT COMPLETION AND COST:   The Contractor, SER Construction Partners, LLC. has completed the work under the subject Contract.  The project was completed within the Original Contract Time.  The final cost of the project, including overrun and underrun of estimated unit price quantities and approved Change Order No. 1 is $2,988,993.98, a decrease of $509,038.96 or 14.55% under the original Contract Amount.

 

The decreased cost is a result of the difference between planned and measured quantities. This decrease is primarily the result of an underrun in various Base Unit Price Items and Extra Unit Price Items, which was not necessary to complete the project.

 

MWBE/SBE PARTICIPATION:  The MWBE/SBE goal established for this project was 18%.  According to Office of Business Opportunity, the participation was 22.28%.  Contractor’s MWBE/SBE performance evaluation was rated Outstanding.

No additional funding required.

 

Total (original) appropriation of $4,280,000.00 from Street & Traffic Control and Storm Drainage DDSRF Fund No. 4042.
