Background:

SUBJECT: Accept Work for E. Coli Compliance – Chlorination Systems for Turkey Creek, Westway and Kingwood West Wastewater Treatment Plants; WBS No. R-000265-0076-4.

 

RECOMMENDATION: (Summary) Pass a motion to approve the final Contract Amount of $1,885,303.61 or 2.93% under the original Contract Amount, accept the Work and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Program to renew/replace inefficient components of the existing Wastewater Treatment Plant (WWTP) facilities.

 

DESCRIPTION/SCOPE: The project consisted of various improvements to the chlorination systems at Turkey Creek, Westway and Kingwood West Wastewater Treatment Plants. Shrader Engineering, Inc. designed the project with 300 calendar days allowed for construction. The project was awarded to LEM Construction Co. Inc. with an original Contract Amount of $1,942,251.00.

CONTRACT COMPLETION AND COST: The Contractor, LEM Construction Co. Inc. has completed the work under the subject Contract. The project was completed within the Original Contract Time. The final cost of the project, including overrun and underrun of estimated unit price quantities is $1,885,303.61 a decrease of $56,947.39 or 2.93% under the original Contract Amount.

 

The decreased cost is a result of the difference between planned and measured quantities. This decrease is primarily the result of an underrun in various Base Unit Price Items and Extra Unit Price Items, which was not necessary to complete the project.

 

M/WBE PARTICIPATION: The M/WBE goal established for this project was 18%. According to Office of Business Opportunity, the participation was 28.10%. Contractor’s MWBE/SBE performance evaluation was rated Outstanding.
