Specific Explanation:
The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve the purchase of five prisoner transport buses through the Interlocal Agreement for Cooperative Purchasing with H-GAC in the total amount of $308,065.00 for the Houston Police Department and that authorization be given to issue a purchase order to the H-GAC contractor National Bus Sales and Leasing, Inc. These new prisoner transport buses will be used citywide by the Department to transport prisoners to and from City and County jails and large arrest scenes. They will also be used to evacuate prisoners during emergency situations. The funding for the five prisoner transport buses is included in the FY 17 Equipment Acquisition Plan.
These five prisoner transport buses will come with full warranties of three years/36,000 miles on the chassis, one year/unlimited mileage on the body and associated equipment, and three years/unlimited mileage on the rear air conditioning system. The life expectancy of the new buses is ten years. These buses will replace existing vehicles ranging from four to twenty-year old that have reached their life expectancy and will be sent to auction for disposition. The buses will meet the EPA’s current emission standards for low emission vehicles.

Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the Department is utilizing an Interlocal or Cooperative Purchasing Agreement for this purchase.
Fiscal Note:
Funding for this item is included in the FY17 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
