Summary:

ORDINANCE relating to employment terms and conditions of Classified Fire Fighters of the City of Houston; extending the term of the 2011 Agreement between the City of Houston and THE HOUSTON PROFESSIONAL FIRE FIGHTERS ASSOCIATION, also known as the INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS, AFL-CIO-CLC, LOCAL UNION 341, containing provisions relating to promotional testing of Classified Fire Fighters and containing other provisions relating to the foregoing subject; suspending the operation of certain ordinances; providing for severability

Background:

The Fire Department recommends approval of the proposed extension of the 2011 Collective Bargaining Agreement (“CBA”) between the City of Houston and the Houston Professional Firefighters’ Association (“HPFFA”), Local 341, International Association of Firefighters. 

 

In 2011 the Council approved the current CBA.  In accordance with its terms, the CBA expired on June 30, 2014, but all terms remain in ‘evergreen’ (i.e. continue to be observed) until December 31, 2016.  Thereafter, all terms of the CBA would finally expire, and the employment terms and conditions for Houston fire fighters would then revert to governing state statute, local ordinance, and departmental policy.

 

The proposed Agreement extends the term of the 2011 CBA through June 30, 2017, and no further.  The Fire Department will be authorized to cease the debit-credit scheduling program before the Agreement expires or is renegotiated.

Amount of Funding:
Funding for this item is included in the FY 17 Adopted Budget.  Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
