Specific Explanation:
The Director of the General Services Department and the Chief Procurement Officer recommend that City Council approve the purchase and installation of badge reader devices and security cameras in an amount of $1,148,515.00 with a 20% contingency (for unseen changes in the scope of work) in an amount of $229,703.00 for an amount not to exceed of $1,378,218.00. This purchase will be made through the Interlocal Agreement for Cooperative Purchasing with the Harris County Department of Education (HCDE). Additionally, it is also recommended and that authorization be given to issue purchase orders, as necessary, to HCDE contractor Digital Air Control, Inc. for the General Services Department (GSD) on behalf of the Houston Health Department.
The scope of work requires the vendor to do a department wide security upgrade for the Houston Health Department (HHD). The upgrades will include installation of employee badge readers and automatic gate operators on an entry gate, employee badge reader entry devices on one main entry door, and a security camera system for the interior of the building and parking lots at each 20 separate HHD facilities.
The current security systems were assessed by an independent security contractor in FY14. The contractor concluded that the security systems were inadequate to properly protect city employees, property and visitors. The current systems only consist of intrusion detection systems, which do not adequately deter burglary, thefts or vandalism.
Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal or Cooperative Purchasing Agreement for this purchase.
