Specific Explanation:
The Interim Director of the Human Resources Department and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a one-year contract with two one-year options to Onsite Health Diagnostics, LLC on its low bid meeting specifications for onsite biometric screenings in the total amount not to exceed $949,050.00 for the Human Resources Department. Funding for this item is included in the FY17 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Forty-two prospective bidders downloaded the solicitation document from SPD’s e-bidding website, and four bids were received as outlined below:

The scope of work requires the contractor to furnish all supervision, labor, parts, tools, materials, transportation, equipment, supplies and licenses/certifications necessary to perform the following employee onsite-biometric health screenings: Total Cholesterol, High-Density Lipoprotein (HDL) and Coronary Risk Ratio (TC/HDL ratio); Blood Pressure measurement; Weight and Height measurements; Waist Circumference; Body Mass Index and Body Fat Percentage; Non-Fasting Glucose; and Health Coaching. These screenings are necessary to evaluate employees’ health risk factors, as health risk status is a key indicator of health cost to the City. Aggregate biometric screening results direct appropriate resource allocation for tailored wellness educational initiatives based on the identified needs across the employee population. A participant with screening results outside of recommended ranges shall receive a “High Risk Referral” form from the contractor. The contractor shall have the ability to provide resources through online and telephonically for participant registration and appointment scheduling 24-hours per day and 7 days a week; collect, store and secure data for reporting purposes. During the budgeting process, funds are identified through prior benefits plan year employee Wellness Engagement participation, and earmarked to promote wellness throughout the next benefits plan year, such as Onsite-Biometric Screenings.

The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston businesses, while supporting job creation. In this case, Onsite Health Diagnostics, LLC does not meet the requirements of Hire Houston First, and no local firms who were within three percent of the proposed contract fee.
