Specific Explanation:
The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve the purchase of one hazardous materials foam pumper truck through the Interlocal Agreement for Cooperative Purchasing with the Houston-Galveston Area Council (H-GAC) in the total amount of $849,998.00 for the Houston Fire Department and that authorization be given to issue a purchase order to the H-GAC contractor Metro Fire Apparatus Specialists, Inc. This pumper truck will be used along the Houston ship channel to enhance port security and for other hazardous material incident response. The funding is included in the adopted FY16 Equipment Acquisition Plan.
This hazardous materials foam pumper truck will come with a full bumper to bumper warranty of one year or 36,000 miles whichever comes first. The life expectancy of a hazardous materials foam pumper truck is twelve to fifteen years.
This new hazardous materials foam pumper truck will meet the EPA's current emission standards for trucks with diesel engines. The truck being purchased will replace an existing unit that has reached its useful life and will be sent to auction for disposition.
This new hazardous materials foam pumper truck is grant funded through a Federal Government Grant.
Hire Houston First:
The procurement is exempt from the City's Hire Houston First ordinance. Bids/proposals were not solicited because the Department is utilizing an Interlocal or Cooperative Purchasing Agreement for this purchase.
