Summary:

RECOMMENDATION from Director of Houston Airport System for approval of final cost of $151,510,136.22 and acceptance of work on contract with CLARK CONSTRUCTION GROUP - TEXAS, LP for Terminal and Central Concourse Expansion at  William P. Hobby Airport  0.7% under the original contract amount - DISTRICT I - GALLEGOS

Background:

Recommendation:

 

Pass a Motion to approve the final construction amount of $151,510,136.22, accept work and authorize final payment. The final construction amount is 0.7 % less than the original construction contract amount of $152,532,589.00 and 6.6% less than the total project appropriation approved by City Council of $162,168,456.00.

Specific Explanation:

 

On September 28, 2005, the City Council entered into a Construction at Risk Contract in the amount of $2,319,702.00 with Clark Construction Group – Texas, LP for Terminal and Central Concourse Expansion at William P. Hobby Airport (HOU). The initial appropriation was for preconstruction services, including but not limited to, construction document review and revisions, value engineering, estimating scheduling and bidding for Phase I construction.

On December 14, 2005, City Council approved a Phase 1 Guaranteed Maximum Price (GMP) of $46,353,637.00 and an appropriation of $9,645,000.00 as an allowance for permits/utilities.

 

Phase 1 included the addition of five new aircraft gates to the central concourse, demolition of Concourses A and C, and the completion of the concrete aircraft apron on the north side of the west section of the central concourse. Phase I was completed in early 2007 and all HOU commercial airlines are operating from the new expanded Central Concourse.

Phase 2 of the project was divided into three stages (Stage I, II, & III).

 

On July 1, 2008, Council approved Amendment No. 2 that established the GMP for Phase 2, Stage I of the project in the amount of $12,900,000.00. Stage I consisted of the completion of the HOU Management Offices at the west side of the terminal, demolition and asbestos abatement. Amendment No. 2, Phase 2, Stage I brought the contract amount to $71,218,339.00.

On April 29, 2009, City Council approved Amendment No. 3 that established the GMP for Phase 2, Stage II, in the amount of $76,380,785.00, which consisted of renovations of the east terminal, main terminal building, baggage make-up and baggage claim, replacement of the roof of the central concourse and the main terminal building, as well as repairs of damages resulting from Hurricane Ike.

On August 10, 2011, City Council approved Amendment No. 4 to approve the GMP and provide funding for Phase 2, Stage III roadway repairs in the amount of $4,933,465.00. This phase consisted of the reconstruction of the enplaning passenger drop-off ramp and curbside. This work was necessary to protect the newly renovated baggage claim, baggage make-up, and passenger circulation areas from water leaks originating in the vehicle traffic lanes. The waterproofing membrane and pavement had deteriorated to the point that complete replacement was necessary to assure elimination of leaks from rainfall and high pressure washing of the curbside surfaces. The construction term was approximately two years.

Clark Construction Group – Texas, LP has completed all the work required under the contract in the amount of $151,510,136.22.

 

During construction, the project was managed and inspected by Houston Airport System (HAS) personnel.

 

Professional Engineering Testing services were provided by Terracon Laboratories, Inc. under Contract No. 4600006070.

The final contract amount is $151,510,136.22. This amount includes four contract amendments and reflects a net decrease of 0.7% less than the original construction contract amount of $152,532,589.00. There were 8 change orders totaling -$1,022,452.79.

 

The CMAR time from Pre-Construction Services Notice to Proceed to Construction to Substantial Completion was 2,524 days. PN 417F was completed on August 30, 2012.
