SUBJECT: Contract Award for New/Replacement of Water Well - Forest Cove III, WBS No. S-000100-0016-4.
RECOMMENDATION: (Summary) Accept low bid, award construction contract and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City's program to upgrade and rehabilitate ground water production facilities. It will meet the area’s water demand and ensure compliance with the Texas Commission on Environmental Quality regulations.
DESCRIPTION/SCOPE: This project consists of providing construction services for a new water well in the Forest Cove III area in accordance with the technical specifications, project drawings and contract documents. The contract duration for this project is 400 calendar days. This project was designed by AEI Engineering, LLC.
LOCATION: The project is located at the Forest Cove III site at 1625A Laurel Springs Lane, Key Map No. 336E in Council District E.
BIDS: This project was advertised for bidding on January 8, 2016. Bids were received on February 4, 2016. The three (3) bids are as follows:

AWARD: It is recommended that this construction contract be awarded to Weisinger Incorporated with a low bid of $1,417,587.50 and that Addendum Number 1 be made a part of this contract.
PROJECT COST: The total cost of this project is $1,668,000.00 to be appropriated as follows:
· Bid Amount $1,417,587.50
· Contingencies $70,879.38
· Engineering and Testing Services $12,000.00
· CIP Cost Recovery $42,533.12
· Construction Management $125,000.00
Engineering and Testing Services will be provided by ATSER, LP. under a previously approved contract.
Construction Management Services will be provided by LBG-Guyton Associates under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, Weisinger Incorporated is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.
MBE/WSBE PARTICIPATION: The low bidder has submitted the following proposed program to satisfy the 8% MBE goal and 3% WBE goal for this project.
