Summary:

ORDINANCE appropriating $30,000.00 out of Street & Traffic Control and Storm Drainage DDSRF and $70,000.00 out of Water & Sewer System Consolidated Construction Fund; approving and authorizing agreement for Professional Consulting Services for General Environmental, Asbestos and Lead between the City of Houston and TGE RESOURCES, INC

Background:

SUBJECT:  Professional General Environmental, Asbestos and Lead related Consulting Services Agreement between the City and TGE Resources, Inc. WBS No. N-320396-0028-3 & R-000020-0045-3

 

RECOMMENDATION:  Approve and authorize General Environmental, Asbestos and Lead related Consulting Services Agreement with TGE Resources, Inc. and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION:  This project will provide general environmental, asbestos and lead related consulting services for environmental issues encountered on City property or in City right-of-way.  Also, Federal and State regulations require the survey of multi-family, commercial and public buildings for Asbestos-Containing Materials (ACM) and Lead-Based Paint (LBP) prior to implementing renovation or demolition activities. The City uses a consultant to conduct surveys for ACM and LBP to protect the health and welfare of its citizens.  The agreement will cover one four-year initial term and may renew for one additional year of the agreement amount.

 

DESCRIPTION/SCOPE:  This project consists of comprehensive professional environmental consulting services, asbestos and/or lead surveys for buildings, site surveys, pre-acquisition environmental site assessments, and emergency responses to any environmental issues encountered during the construction phase of City projects.

 

LOCATION:  This agreement will encompass City projects within public right-of-way, and Department of Public Works and Engineering facilities, including Public Utilities Division’s Water and Wastewater Treatment Plant facilities, at sites located throughout the City. 

 

SCOPE OF CONTRACT AND FEE:  Under the scope of the Agreement, the Consultant will perform general environmental, asbestos and lead related consulting services to support the Capital Improvement Plan (CIP).  The agreement will be utilized on an on-call basis. The total amount of this agreement is $100,000.00.

 

PAY OR PLAY PROGRAM:  The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the consultant provides health benefits to eligible employees in compliance with City policy.

 

M/WBE INFORMATION:  The M/WBE goal for the project is set at 24%.  The consultant has proposed the following firms to achieve this goal.
