SUBJECT: Contract Award for Wastewater System/Substitute Service Support – Southcrest, T Construction L.L.C., WBS No. R-002015-0019-4.
RECOMMENDATION: (Summary) Accept low bid, award construction Contract and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Neighborhood Back Lot Wastewater Substitute Service Program and is required to provide relocation of sanitary sewer service lines from back lots to front lots.
DESCRIPTION/SCOPE: This project consists of the relocation of sanitary sewer lines for 92 properties. The relocations include the abandonment of sanitary sewer service lines to the back lot sewer mains and the connection of new sanitary sewer service lines to sewer mains within the street right-of-way. The Contract duration for this project is 300 calendar days. This project was designed by Sander Engineering Corporation.
LOCATION: The project area is generally bound by South Loop East Freeway on the north, Southridge Street on the south, Crest Street on the east and Crestridge Street on the west. The project is located in Key Map Grid 534P.
BIDS: This project was advertised for bidding on January 15, 2016. Bids were received on February 18, 2016. The seven (7) bids are as follows:

AWARD: It is recommended that this construction contract be awarded to T Construction L.L.C. with a low bid of $322,487.00 and that Addendum Number 1 be made a part of this Contract.
PROJECT COST: The total cost of this project is $376,200.00 to be appropriated as follows:

· Contingencies $ 16,124.35
· Engineering and Testing Services $ 15,000.00
· CIP Cost Recovery $ 22,588.65
Engineering and Testing Services will be provided by JRB Engineering, LLC under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, the proposed contractor meets the requirements of Hire Houston First.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: No City M/WSBE participation goal is established for this project as the contract does not exceed the threshold of $1,000,000.00 required for a goal oriented contract per Section 15-82 of the Code of Ordinances.
All known rights-of-way, easements and/or right-of-entry required for the project have been acquired.
