Background:

SUBJECT: Accept Work for Ten Water Well No. 5; Alsay Incorporated, WBS No. S-000100-0018-4.

RECOMMENDATION: (Summary) Pass a motion to approve the final Contract Amount of $1,320,322.05 or 4.05% under the original Contract Amount, accept the Work and authorize final payment.

PROJECT NOTICE/JUSTIFICATION:  This project was part of the City’s program to upgrade and rehabilitate ground water production facilities.  It will meet the area’s water demand and ensure compliance with the Texas Commission on Environmental Quality regulations.

DESCRIPTION/SCOPE:  The project consisted of providing construction services of a new water well in the Park Ten Area in accordance with the technical specifications, project drawings and contract documents.  LBG-Guyton Associates designed the project with 365 calendar days allowed for construction.  The project was awarded to Alsay Incorporated with an original Contract Amount of $1,376,000.00.

LOCATION:  The project is located at 1300 Langham Creek. Key Map Grid No. 447Y in Council District A.

CONTRACT COMPLETION AND COST:  The Contractor, Alsay Incorporated, has completed the work under the subject Contract.  The project was completed within the Original Contract Time.  The final cost of the project, including overrun and underrun of estimated unit price quantities is $1,320,322.05, a decrease of $55,677.97 or 4.05% under the original Contract Amount.

The decreased cost is a result of the difference between planned and measured quantities. This decrease is primarily the result of an underrun in various Base Unit Price Items and Extra Unit Price Items, which was not necessary to complete the project.

M/SBE PARTICIPATION:  The M/SBE goal established for this project was 19.78%.  According to Office of Business Opportunity, the participation was 25.53%.  Contractor’s M/SBE performance evaluation was rated Outstanding.
