SUBJECT: Installation of Traffic Signal Central Control Software and Local Traffic Signal Controller Software at signalized intersections within the City of Houston, Trafficware Group, Inc., WBS No. N-310650-0076-4.
RECOMMENDATION: (Summary) Adopt an Ordinance authorizing a Traffic Signal Central Control and Local Traffic Signal Controller Software contract with Trafficware Group, Inc., and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: The Traffic Operations Division (TOD) is responsible for the operation of a Central Traffic Signal Control System for the monitoring and operation of over 2,400 signalized intersections within the City of Houston. The current central traffic signal control software and local signal controller software being used are “i2”, and “NextPhase” respectively, both of which are outdated (originally developed 15 to 20 years ago with only one major upgrade since original purchase). TOD requires a new central traffic signal control system that will allow the management of the existing signalized intersections as well as provide the capability to implement ITS (Intelligent Transportation System) strategies and expand for the future integration with other devices and agencies in the Greater Houston Area.
PREVIOUS HISTORY: On September 10, 2014, Ordinance No. 2014-831 approved the appropriation of $5,000.00 and the Advance Funding Agreement between the City of Houston and Texas Department of Transportation for the installation of Traffic Signal Control Software at signalized intersections within the City of Houston.
DESCRIPTION/SCOPE: This project consists of installing a central traffic signal control system software and local traffic signal controller software, the conversion of existing traffic signal timing plans to the new local controller software, and the integration of traffic signals into the central software throughout the City of Houston. Both the central and local traffic signal control software will be based on the Advanced Transportation Controller (ATC) standards developed by the US Department of Transportation. The duration for this contract is for (2 years).
Under the Texas Transportation Commission, project funding included both Federal and City Participation. The City’s participation shall be up to the amount of $737,200.00, and the State shall reimburse the City up to the amount of $2,380,000.00 which will be through monthly billings as cost incurs. The City will accept and deposit the funds into the Federal State Local-Pass Through Fund 5030.
The selection process consisted of an advertised Request For Proposals (RFP). A panel of five (5) members was used to score the proposals (technical requirements, vendor presentations and demonstrations, references and price). The following are the final scores for each respondent to the RFQ:

- Aegis 709.1
- Transcore 668.1
Based on the highest overall score, the contract will be awarded to Trafficware Group, Inc.
PROJECT COST: The total cost of this project is $3,335,404.00 to be appropriated as follows:
· Bid amount $3,117,200.00
· Contingencies $ 218,204.00
PAY OR PLAY: This procurement is exempt for the City’s Pay or Play Ordinance, because it involves the use of federal funds and is subject to specific procurement rules of the federal government.
HIRE HOUSTON FIRST: Hire Houston First does not apply to this expenditure, because it involves the use of federal funds and is subject to specific procurement rules of the federal government. However, Trafficware Group, Inc. is registered under Hire Houston First as a Local Business.
DBE PARTICIPATION: TxDOT has set a DBE goal of Five (5%) percent for this project. The contractor has proposed the following firms to achieve this goal.
