SPECIFIC EXPLANATION:
Houston Information Technology Services (HITS) recommends that City Council approve an amending ordinance authorizing a second amendment to the Interlocal Agreement between the City of Houston and Harris County to clarify insurance terms as it relates to the joint radio maintenance facility, located at 2318 Greens Road.
The original Agreement did not address insurance as it relates to the facility and its contents. The proposed Amendment states that the cost of insurance for the facility shall be divided equally between the City of Houston and Harris County. Each Party shall be responsible for insuring the cost of any furniture or equipment wholly owned by the Party. Each Party will be responsible for insuring its identified common area furniture in the same manner as the furniture and equipment wholly owned by the Party.
This Amendment will also address the invoicing and payment of the insurance. The County will provide the insurance for the Facility and will annually invoice the City fifty percent (50%) of the total actual cost of the insurance as the City’s share of the insurance. The City will pay the County for its share of the insurance within thirty (30) days of the receipt of the invoice. In the event of a loss any monies recovered will be issued to the County and the County will share fifty percent (50%), additionally each Party will absorb fifty percent (50%) of any building losses not reimbursed.
BACKGROUND:
On October 10, 2012, the City of Houston and Harris County entered into an Interlocal Agreement to co-locate each Parties radio shop equipment and personnel in a facility located at 2318 Greens Road. The agreement included the acquisition of the land, construction of the facility, operation, and maintenance responsibilities of the joint facility. Both the City and Harris County own 50% of the land and the improvements. This facility will house a Network Operations Center as well as repair and maintenance for all Harris County and City of Houston public safety and general government radios.
